Eddy Beltran has concentrated a large portion of his practice on the representation of public agencies. During law school, Mr. Beltran worked for the City of Chicago’s General Litigation Division. Mr. Beltran spent his first several years of practice representing California school districts and private sector clients in matters involving business litigation, real estate acquisitions and corporate formation and governance.
Subsequently, his practice expanded to represent water agencies. Mr. Beltran provided advice and representation in all aspects of local agency governance and operation, including contract preparation, bidding of public contracts and bid protests, and rate setting. Mr. Beltran regularly attended board of directors’ meetings where he acted as General Counsel during the meetings.
Mr. Beltran has special expertise in matters relating to the California Environmental Quality Act (CEQA). Mr. Beltran advises clients on all aspects of CEQA compliance including the preparation of negative declarations and environmental impact reports. Mr. Beltran has defended public agencies in litigation challenging the adequacy of CEQA review on several projects. Mr. Beltran also has experience working on Urban Water Management Plans under the Urban Water Management Planning Act and has assisted in the preparation of Water Supply Assessments and Written Verifications.
