Sheri Marvin

In sports there is a special set of players who have exceptional skills in more than one area.  The baseball player who excels at hitting, fielding and throwing.  The basketball player who can score, defend and rebound.  These players are known as “all tools players.”  Sheri Marvin is the definition of an “all tools attorney,” having developed her skill set by working on a variety of projects and becoming an expert in the development process from acquisition to sale.

A Skilled and Creative Attorney

Sheri has been practicing law for over 20 years and has a reputation as a skilled and creative attorney.  Sheri works with residential and commercial builders and developers, guiding them through the maze of local and state laws so that they may develop and sell residential and commercial property.  Sheri also assists them in areas such as builder risk management and project financing.

In addition to her broad real estate experience, Sheri is also a recognized expert in regulatory matters.  She has significant experience with the requirements of governmental agencies, including the California Department of Real Estate, the California Coastal Commission, US Army Corps of Engineers, US EPA and Cal EPA, and other state, county and city agencies.

Sheri’s project experience includes:

•  mixed-use urban developments with residential, retail, office and apartment components;
•  redevelopment of military sites;
•  urban high-rise and mid-rise condominium developments;
•  age-qualified communities;
•  master-planned developments;
•  urban infill;
•  adaptive re-use of former railroads and Caltrans sites, including Mission Bay in San Francisco;
•  live-work projects; and
•  commercial/industrial projects.

Thanks to this extensive experience, Sheri is able to access a wealth of resources if a project hits speed bumps.  For example, recently she was able to create a first of its kind solution to a challenging affordable housing issue that threatened to derail a project.  Her solution produced a win-win-win situation for the developer, the governing city and regulators with California’s Department of Real Estate.

Sheri is also valued for her forward-looking approach.  She works with her clients to develop projects that are as marketable as possible.  Her experience has taught Sheri that broad compliance with all applicable laws at the start of a project often creates flexibility in the use and sale of the underlying property down the road.

An Effective Government Liaison

Governmental approval is a major step in project completion.  Sheri excels in this area because she is an effective communicator, equally comfortable with government staff members or elected officials.  This process is eased by top-notch project documentation prepared by Sheri and the Jackson Tidus team.  On almost every project Sheri has worked on, government staff members have remarked that the documents submitted by Jackson Tidus are concise, complete and easy to review – which is critical to obtaining governmental approval from legislative bodies.

Unique Project Experience

From time to time, builders or developers are not able to complete their projects due to a number of factors, resulting in “broken projects.”  When that happens, the stage of project completion can range from basic start-up to partially completed, with homes on the ground.

These situations often present an opportunity for builders or developers to purchase the project directly from the current owner or, in some instances, through bankruptcy proceedings.  Sheri helps potential buyers with their due diligence, which can include reviewing entitlement information, HOA documents, and environmental site plans.  If a project is acquired, Sheri is able to assist the new builder or developer with every aspect of the project’s development and ultimate sale to builders or buyers of individual homes.

Sheri is a shareholder in Jackson Tidus’ Orange County office, where she serves as Chief Financial Officer and board member.  Sheri is also a leading member of Jackson Tidus’ Subdivisions Services Group.
